Doing some under dash work recently I found a mystery toggle switch. It is just to the right of the steering column. Next to it is some sort of multi wired plug in. I don't know what the switch is for or what might plug in here.
The multi-wired plug-in, assuming your car is new enough to have the OBD system, is where you access the computer to get your fault codes.
As for the toggle, as mentioned before it might be a manual fan switch the PO installed. Turn on the key and flip the switch -- if you hear the fans start to run go buy a lottery ticket 'cause it's your lucky day.
Of the many deficiencies of this car cooling may be the most egregious, but the manual switch ends the problem once and for all.
If your car has an auto trans, it could be a switch to disable the locking torque converter. This is helpful at lower speeeds, car behaves better. Kits are available to do this.
