My 96 has a paint problem. Both sides, above and just forward of the rear wheel wells, paint has bubbled and in small areas, started to lift and crack. Any info on factory issues on this matter? Any info at all...?
Although odd he would create the exact same post 4 months apart, I do not see any trolling for a free paint job.

Think about it. His post is not about why it's happening. It's about "info on factory issues".
16 years after the fact, it doesn't matter what issues there may or may not have been at the factory. Bubbling, popping, peeling, etc all require the panel(s) to be resprayed. Any competent painter (or shop) can look at it and tell the OP why it's likely happening and what a cheap or "cost effective" or show quality repair will entail.

FYI...this car was my husbands dream car. He found it and purchased it in November 1999. He passed away in March 2005 and I was left with it. It has sentimental value to me but is not MY drream car. I kept it because it was his. I'm trying to fix this problem so I can sell it to someone who will love it and respect it as he did.

Right.
There were several helpful replies in your original thread. Peeling, bubbling, etc is typically caused by poor surface preparation (oil or grease on the surface, etc). Dirt on the surface can also affect adhesion, as can excess humidity when the paint is sprayed.
Take it to a shop or post pictures. What may or may not have happened at the factory 16+ years ago is not relevant.

Here is the thing, There is really nothing you can do at this point but repair the damage. Unless you are going to DIY take it to a body shop and get an estimate.
