Crap on the glass and crap on the blades will cause that. Clean the glass with either clay-bar or with a glaze meant for paint. Clean the wiper edges with rubbing alcohol. That should do the trick.
I think the wiper blade rubber takes a set from sitting on the glass in a folded over position. Then it's going "against the grain" and chatters. Notice that it only does it in one direction.
I replace mine as soon as they start this, usually about into the second year. The Florida sun is hell on rubber, it gets old and stiff pretty quick. Its a maintenance item like changing the oil for me.
I had a similar problem. The grease for the gears under the wiper motor cover was not liberating the gears.
It had worked away from the gears. I cleaned and lubed the gears and the movement was smooth.
