Not so fast. The seller and I have come to an agreement. I'm going to buy this car and at least get it running. This is all contingent on the deal actually going through however.

Well its been wrecked, needs paint pretty much over the entire car, and if GM couldn't match it at the factory I am sure getting it repainted somewhere else to a factory quality job will cost all if not more than that 10-12k. He said he would sell it to me for 2000. I contemplated, and would buy it if the engine were in the car and even not running but after doing research on here, it is told to me to stay away from it.

It could be a cool car again, but it'll take deep pockets and a butt load of time. IMHO, you are making a good call. I've seen some running and driving LT1 cars around ATL for 4k. I think you would be miles ahead choosing one of those.
Well, it is an ASKING price. You never know what he'll take if you flash some cash in his face.
I knew a guy who used to be a used Corvette dealer. He said it's absolutely amazing what kind of deal you can get when you show some cash.
Side story: he used to carry a lot of cash "just in case". One night he lost his wallet in a bar: $25,000 gone.
Yeppers...you never know unless you ask. I just scored my '88 4+3 coupe for $2K. The seller was asking $4K and I just said 'Here's what I can do. If it's too low no hard feelings.' and he bit.
It is a shame to see it rotting though...deserves a bit better care and attention. Bu you never know what the circumstances of the situation are.
