I just picked up a 95 C4 and the seller has not been able to find the lug nut key (special socket) to take off the locking lug nut. Does anyone know how I can get a replacement?

It's possible that there's an ID card in the owners packet that would give instructions for obtaining a replacement key. They generally honor the printed replacement cost that is on the card. If that's not present a "high resolution" snapshot of the lock will also accomplish enough information to obtain a replacement.
You might drive by a GM dealer and the service department might still have the complete master set and they could remove them for you and you just do standard nuts.
It shouldn't be that great an effort.
I believe in '95 McGard was still the vendor. You could call them direct and an email with the snapshot should work I'd think. There's images of the card on the McGard pages.
If all that fails any good tire shop should have a kit to remove the locks (a special tapered socket) without damaging the wheels. Then you could just buy a new set of McGuard Locks if you choose.
Read all stickers in driver's door frame below B pillar. McGuard # might be there.
Remove the plastic tray in rear cargo area and look in the area of the radio (yeah it's down there). Pull out the jack and its foam cradle and make sure it's not hiding.
Drop the spare tire and look to see if it's in a little hazard kit (long shot)
Pull out the tire tool behind the driver's seat and see if it is stuck in there.
