The physical and electrical parts of the dash changed drastically in 1990. Without knowing a year it's impossible to give accurate information.
That said, I do know that on the '80s dashes there are two grounds. The grounds for all the sensors is G104 on the side of the block above the oil filter. Everything else is grounded at G201, which is on the door hinge pillar.

Generally speaking a problem with a "blinker" on the cluster is either a burnt out bulb OR if it's a lights but does NOT flash issue that is an exterior bulb or bulb socket error. Not always but it's certainly the most common fault you would look for. If you had a lights and flashes but doesn't cancel then that's certainly something not related to grounds or conductivity.
