I am looking at a 1995 convertible with 54K on it. Torch red in color and they are asking $13,500. I know that is high but my question is do they all come with hard tops or are some just the verts? This one has no hardtop.

Hardtops were an option. Not all of the purchasers of convertibles opted for one.
$13K is not necessarily way out of line for the car. 54K is low miles, convertibles usually bring more money, and it may be in perfect condition, have good maintenance records, and was garaged. Southern ca? or from up north? You did not mention any of those variables.

It is from Arizona and looks very nice. Will go see it today. Beige soft top. Can I buy a hardtop for it?

You can find used hard tops for sale between $800 to $1,200 some times. If you buy one make sure you get the hardware that goes with it if possible.
A company called Smoothline makes new ones but they don't have the built in roll bar protection that the OEM ones have.
