Went golfing today and drove the vette on the way home started getting dark so went to turn on headlights but nothing happened. The lights work but neither headlight would rotate they worked fine yesterday there is no noise from either motor.
My apologies my car is a 95 also have a 2000 but the 95 headlights quit working messed with them a little last night got them somewhat working before they didn't do anything now the right goes all the way up and the left halfway.

You probably have bushings that have been ground into dust. VERY common problem on later C4s. Here's a video that shows how to fix it:

Normally I would say that this is a good way to go. But he stated in post 1, "no noise from either motor".
Normally if the bushings are worn down, the motor can run with lots of noise and the headlights might be hopping up a bit.
I would also like clarity of this statement, "messed with them a little last night got them somewhat working before they didn't do anything".
What exactly did you do, did the motor run with the head light switch turned to ON?
Headlight modules don't go bad that frequently. I have read more posts where the switch in the headlight switch assembly go bad (open up) and don't sent the signal to the module. This would concur only if the motors weren't trying to move or getting any voltage at all.
