Really depends on the year you have. Early models are much different.
I tried one of these hidden antennas for my '84, because I did not want to craw underneath and replace the expensive antenna. It worked okay, but it really is important on where you place it. And it needs a 12v power source.
I finally replaced my antenna with a used one I purchased on ebay. The early ones new are hard to find and expensive. Repairing them is a bit difficult, but possible.
There are many sources for the hidden versions, but here's a link to an ebay one.
Mine goes up and down, but leaves about a foot sticking up.
Regarding you replacing it with a stationary one, trust me, it's a pain having to negotiate around it when putting stuff in the hatch. I keep catching my hand or other part of me as I move back and forth.
I'm GOING to find a fix or a replacement for my automatic one.
This one is $147 from Amazon. It's reviews have several C4 Corvette owners saying it's a perfect fit and was easy to install. It's spendier than I wanted, but this may be what I wind up buying.

The other thing you need to be concerned about is the possibility of breaking a fixed one off when pushing your car out of a deep snowdrift and you slip and fall against it. Ask me how I know. Fast Jimmy

If your antenna works up and down the only reason it would stop a foot up itf it is gummed up and stopping early. I have had mine apart a couple times , so you can try oiling the mast letting the oil drip down and you can make sure it is perfectly straight ( bend it straight) I find it strange it would be able to stop early if it wasn't rusty or bent.

Kinda what I thought too. I oiled it, but haven't taken it any further than that. One cold winter day I'll heat up the garage and spend some quality time on it.
