So, I had the car outside with no courtesy lights then I covered the sensor with my finger and they came back on shortly.

I covered the sensor and everything works as intended. The delay works on the drivers door. Even in the garage the delay was not working. Quick fix was to cover the sensor which leads me to believe it was not the CCM as the delay works. Could be the sensor or the relay but it's not worth my time checking under the dash as long as it works
