Sounds strange to me too. But got this off of a Key Fob website. Only way it could work is if the Key fob transmits a tone to the cars receiver. The guy said he's done it more than once 150 miles from home. LOL
First of all, what year is your C4? Only the 93-96 models had factory remote entry. Secondly, the C4 remotes do not have an unlock button. You would have to shake your fob while holding it to the phone. Third, I believe (I could be wrong about this) the the C4 factory fob transmits infrared, which would not travel through a phone of any type.
If you did have a working factory system and locked your fob inside with the keys, you can sometimes unlock the car by rocking it, as this (movement) is what makes the fob transmit the code to unlock the door(s).
If you have the Passive Keyless Entry (PKE) this is in the owner's manual.
"If you’ve locked your keys in the vehicle, but didn’t leave them in the ignition, wait 25 seconds, then rock the vehicle. A motion detector inside the transmitter will send a signal to “wake up’’ the vehicle, which will then unlock the doors."

Later cars with OnStar, you can call OnStar...but not C4's. CDMA and GSM cell phones are 800 MHz or higher if you are thinking of the phone as a FOB Repeater. Anyone know what the C4 PKE frequency is?

NO, that is not going to work.
First off, the C4 never came with a FOB that used a button to unlock the door.
They used a "Passive" FOB, meaning the FOB needs to be close to the door to transmit the signal. No buttons used.
Also, this has been proven NOT to Work on Myth Busters even for modern button type FOB's.

PKE remotes had two buttons for the coupe (one for passenger door unlock and one for hatch) and one button for the convertible (unlock passenger door).

Correct, but the car would still be unlocked by a button located on the key fob and the fobs did have buttons on them to unlock the door.

You are right, of course. But then, if you want to get really picky Rolla never said "unlock a door", he said "unlock the door"; by which he clearly was referring to the drivers door. I'm not even sure you can refer to it as an "unlock button", since that is only one of it's three functions. Can we put this silliness to rest and all agree that the proposed method of unlocking the car is not going to work?
Did a little research, and, there is no way this can work. Why? Because the microphone/speaker in the cell phone is designed to pick up and transmit frequencies that are within the range of human hearing. Phone would be useless otherwise. The key fob and receiver in the car transmit a frequency well above that of human hearing. So, the phone would not hear the key fob, and even if it did, the phone on the other end could not replicate that frequency. Did you know that if someone were to use a remote doorbell WHILE you are using your key fob to lock the car, it can mask the signal causing the car to not lock. Found this in my research. Won't unlock the car, but thieves can use it to keep you from locking your car. Always best to listen for that door lock before leaving your car.
