LED tail lights
I just install new LED tail lights on my 1986 and they will not flash when I turn on the signal , the park and brake works but no flash on turn and I did install the load equalizers on each one. They worked fine on old lights, has anyone else had this problem?

LEDs are VERY reliable and have a very long lifespan. You'll die of old age before the LEDs will burn out. To answer your question: yes, you need to replace the whole thing.
The main problem I've seen with LEDs is poor construction (read cheap Chinese junk).
