Have a similar problem which started after changing my fob batteries (which I tested to be good). Now the PKE system does not work.
I checked that the system is on and that the fob batteries are in the correct way.
How did you check it was "on"? What happens when you try reprogramming the fobs to the car? What happens when you try to turn it "on/off"?
When the ignition is turned on the Passive Keyless Entry light in the Driver Info Center comes on for 2 seconds indicating that the PKE system is on.
With the key ON, after pressing the TRIP ODO button twice then pressing and holding the FUEL INFO button -- the same Pass. Key. Entry light comes on. Turned the key off and removed, the light flashes. I then brought the fob within range and the light is supposed to stop flashing to show a stored code. It did not stop flashing indicating that there is a code already stored.
I'm wondering how to turn the system off and start the reprogram procedure over again.
I also tried disconnecting the car's battery momentarily to see if the system reset, but no change.

No, that means it did not see the fob. Problem is the fob, battery is weak, in upside down, connection broken, something.

Well, you are right. I frigged around with the fob battery and it worked.
Seemed the battery wasn't in firmly. Up ;the right way but not seated properly.
