Need to know about "logic module" that controls charge indicator on a 1986 Vette....showing 16- 17 volt overcharge...WITHOUT ENGINE RUNNING! just the key in "on" position (BAT, ALT test ok.)
Where is the module? Is it the same as engine control module?
What else could cause this condition?

There is no separate logic module. It's built in to the instrument cluster. The service manuals says "replace cluster" if indicated voltage doesn't match actual voltage.
There is an integrated circuit on the dash PC board that measures the voltage. I believe the same IC also measures such things as oil temperature, water temperature, etc. If your voltage is that far off then everything else is probably showing weird numbers too.
