Update
Dash is working and I have wipers. While replacing all the fuses I noticed the fuse box wiggling slightly I turned the key on and wiggled the bundle of wires going to it and everything started working. I need to go through and make sure the wires are secure and have a tight fit but glad I found the issue. Thanks for all the help.
