the abs goes through a self test every time car is driven, essentially cycling valves. You will probably have to find another unit. Re-reading post you are wearing out rear pads yet state you have no fluid coming out of valve block to rear ???? If rears are staying applied will they release when bleeder is openned?

There was a record-length thread about ABS problems several years ago. The cure was to do several panic stops to force the ABS to work, which loosened everything up.

just slow drips with pedal pushed. 5 minutes after brakes applied and released , still pressure in rear lines . fluid going in very slow , coming out slower yet

If that's the case mine should be in great shape, panic stops are common around here.
