SEM Trim-Black is used by many. You can buy it in either aerosols or quarts to mix and shoot.
Many also opt for the first semi-gloss they find at the home store, hardware or auto parts store.
other than some exposed frame area, I can't recall anything on the inside of the fender wells themselves being painted. i'm thinking everything pretty much just "natural" plastic, ABS, SMC, etc.. not saying you can't paint it though, it's just not factory -
The problem is a few of the Bolt heads are rusted. I plan on taking them out, cleaning, buffing and painting them. Here's pic. Maybe you can see what I'm talking about better

the problem with painting the hardware is you will most likely damage the freshly painted finish with a wrench or socket when re-installing. sometimes the hardware can be cleaned by spraying with WD-40 and a brush with a fine wire-wheel. if they are really bad, you can always opt to replace -
here's a pic of my hardware cleaning setup. been a shop workhorse for some 45 years now. for visual purposes, that's a 4 inch wheel -
note: most of that OEM hardware has a specified length of 20mm - tough length to find. since some are threaded into the frame, the extra 5mm length is never seen.
I have in the past, bead blasted some hard to find hardware, and sprayed with flat black etching primer, a wipe down with WD-40, and careful installation. looked pretty good, and no one was the wiser to my fake, black phosphate finish -
