Remove horn button, You should see where the locking lever attaches to a round plate. The round plate is the screw that locks tele function. There should be 3 screws that hold lever to plate and there is some adjustability. Don't over tighten screws they are some what easy to strip, just a little more than snug.

I believe that you'll only find two screws. Remove the screws and rotate the lever CCW a notch or two in the locking bolt and reattach.

This is only going to work for a telescoping column that the lever hits the wheel before locking. It only positions the lever to more favorable location allowing the securing function. It is NOT your only potential problem but it's the first look.
Do you know if it's been disassembled for any reason recently? If yes there's other potential issues. There's a rod and a wedge responsible for the actual "lock".
