I'm surprised no one mentioned to check the radiator cap. Just because it looks shiny on the outside doesn't mean it's holding pressure. A month ago I took the cap off my '94 and pressure tested it.....Wow, it would not hold any pressure, the rubber seal was shot. Got a USA made cap from the auto parts store for $6 (or you can pay big bucks for a GM cap) and now I run about 15 deg cooler. Hope this helps someone. Cheers!

Unless I forgetting something, a bad cap won't make it run hotter, it'll make the coolant boil at a lower temp.

That may very well be true. In any event my cap needed replacing and I do notice it running much cooler than before, so I'm happy!

And the water pump? Can you verify coolant flow? If it was like this when you bought it, could it have the wrong q water pump in it? Are the c4 water pumps supposed to be reverse?

Lets do this. Lets see what the ECM says the temp is and shine an infra red gauge on it and see what that says. If the scantool says the temp is 200 and the thermometer says 150, you have an issue. If they are about 10 degrees different, life is good. That will tell is which direction to go.
