You don't need the VIN for the FOBs BUT it always helps when visiting a dealer you carry the VIN with you. The C4 didn't use the basic "clicker"(your terminology) as a key-less entry. The remote is a "PROXIMITY" device and requires programming. Did you get an owners manual for the car? If yes check it. If NOT get it here and you don't need to establish an account or login to get the owners manual.
The hood emblem on your car is LT-1 OR maybe LT-5? I don't see the CHMSL on the rear backlite so I hope you didn't pay a "premium" assuming you bought a ZR-1. If it was sold to you as a ZR-1 - hurry back and get your money back or maybe a partial refund.
Post either the last 8 of the VIN or maybe the first 8 of the VIN to validate the buy. The ZR-? emblems are incorrectly colored for a WHITE car also.
I'm not concerned but maybe just looking out for your "wallet"!!
You can buy fobs at eBay (or other places), make sure to get the right type (coupe or vert) for your car. like was said above, before you spend money on a fob make sure your PKE receiver is still working. Do this by performing the programming procedure (in the owners manual as stated above) right up to the point where you need the fob. If everything happens like it is supposed to up till that point chances are your receiver is OK.

The dealer listed the car correctly - noted it had "keyless entry" , but provided no "clickers" - 1 set of keys - how hard it is to get a second ignition key made??

PKE - Proximity Keyless Entry
CHMSL - Center High Mounted Stop Light (yours is in the center of the rear bumper fascia) the ZR-1 was still "HIGH MOUNTED" on the rear glass through the end of production. It would have been seen in the snapshot as it's car color and can be seen easily in profile snapshots of the car.
Key should be easy - if the dealer was a GM dealer visit the parts department and have them "drop the key" to confirm the key resistance. Have them also (since they're the seller) do a "key call" to get production key codes. They won't likely get the resistance value but they can confirm the mechanical cuts. Did the dealer promise you a second set?
If it was a used car dealer maybe they have a relationship with a locksmith or GM dealer that does their duplication. Maybe that helps lowering the price. You can check the resistance yourself and buy an appropriate blank also.
Wow sure a lot of computer crap on this car - like my C5 but since it was a year old when I got it there were no issues - plus I think it was more user friendly. This car has a radar detector too - from factory?? What's the gold key for??

"Gold key"?? Sounds like a door key that was duplicated at either a lock shop or a place like WalMart. There is a separate key for manually locking/unlocking the doors; is that what the gold key does?
I damaged the windings on my fob by trying to pry it apart. (don't ask why or how). Checked with Chevy dealer but then ended up buying a new one on E Bay for $139. There are only 2 styles, one for Verts and one for Hatches.

Just be aware that your car doesn't really use "clickers" as you describe.
The PKE (passive keyless entry) used on the C4 Corvette is unlike anything you might be used too.
Be sure and read as much as you can about how this system works before you spend the money on new FOB's.
You need C4 Corvette specific FOB's, and they are not cheap.
The generic cheap FOB's you might find will not work.
After reading about how the system works, you may not even like it.
Example: You don't "click" a button on the FOB to lock or unlock the doors.
