Default What is this?

I recently got an '89 convertible and am slowly cleaning/tinkering with it. I replaced the dirty air cleaner, and when I removed the filter housing a dirty piece of thin plastic was revealed. I cleaned it off but now can't figure out how/where it goes back in. It looks like a baffle to direct air to the filter.

Water barrier, goes around and under the air cleaner front.
