Looks like a screen protector type coating is peeling off my gauge cluster. Is this fixable or will I need a new gauge cluster? I haven't torn into it yet and I sure don't want to peel it all off. I'm guessing it's an anti glare type material?
That looks like a polarizing film that is necessary for the digital dash LCD. This film sometimes needs replacement after the original film has been damaged. I'd say somebody did a quicky replacement without removing the cluster from the dash! Wrong!
This can be fixed. The film is available from batee.com
I have found that most times, its the rear polarizing film w/ paint mask that is separating from the glass LCD panel. granted, you can replace the front polarizing film, but if there is issues with the rear, the LCD panel is toast. remember, it takes two layers of film at different angles or bias to achieve polarizing. i'd say, if you can see the separation, its the rear film, and from the OP's pic, i'd say a LDC panel replacement is in order.

The film that is peeling is on the surface and I can physically touch it. Would that be considered the "rear" film?

no, that would be the front. relatively easy fix with polarizing film kit. it can be purchased from www.batee.com - instructions on-line at that site.
here's a couple shots of severe (polarizing) film damage - front and rear. note the rear polarizing film has the graphics mask. if the rear is damaged, the whole LCD I pretty much shot. replacement panels are just north of $100 each.
i'm fairly sure all the damage was caused by excessive heat in the interior. I don't think it was fire damage, but a hot summer greenhouse effect. the digital display was pretty well cooked - well done.
