Looks as though the engine area has been neglected very badly. If that's any indication of how the car was maintained overall, I'd say to pass on it. That low mileage number seems a bit weird considering the dirty mess under the hood. But then again, if you can buy it cheap enough, $2500.00 to $3500.00, you may be ok.

The passenger side front wheel is on the wrong side. Not a big deal, All four of mine were backwards when I got it.
No idea what the aftermarket ejector button does.
The drivers seat looks bent. may just be the picture angle.
If the car was in the States I'd say pass and move on. But I'm guessing C4s are few and far between in that part of the world.

Its hard to keep the engine compartment clean and shiny in this part of the world and also C4's does not come around more often either, the last time I saw a C4 here was mine 10 years ago!
when I had to sell it due to the arrival of my first born and financial issues! Now im dieing for a C4 after all this time and looking for a keeper to pass it on to my son maybe. If I'm in the state I would have a collection by now

anyway i spoke to the the owner today for more details he is asking for $8000 actually which I told
him that's way too much. He is willing to negotiate a little as he said. And the transmission was overhauled a year ago in a well known shop here (any thoughts on that?) other than that normal servicing and maintenance was done throughout.
Dont know how he will react when I offer him half of what he is asking!!

ill sleep on it for now and see if I'll meet him for a test drive this weekend.

I wouldn't worry about the dust underhood. Like you said, it's impossible to keep it out where you live, and a dirty engine bay tells more about condition than a clean one. If your engine bay is spotless as a seller of an old car, I walk. You're PROBABLY trying to hide oil leaks, where the dirty engine bay will show them immediately.
The thing I'd watch for is the cooling. That fine sand clogging up the radiator so air can't pass through it would be my main concern. Check to make sure it doesn't overheat, that'd be my main concern.
Otherwise I guess it depends how badly you want a C4 and how much cash you are willing to part with. Of course be sure to include in your budget any needed repairs or services, this car looks like it is going to need at least a little attention.
Bottom line: just have fun. It makes me sad when someone is excited about getting a Corvette and then their experience turns sour because it's costing way more than they expected, or it's not as reliable as they thought (they should have looked into the car's history and condition better, before committing). What I'm saying is, don't just buy a Corvette because it's a Corvette. Buy the right car for YOU. I know the pickings are slim in your area but I believe it's better to wait than to get caught up in the moment and impulsively jump on something just because it's in front of you.
EDIT: about that specific car, it looks in fair condition but looks can be deceiving. As I said, look in to the condition and history of the car before you commit. Have it inspected, if possible. I don't like the way the spark plug leads are wadded up in a bundle.
