Your 89 vette probably has an ALDL connector, not the OBDII connector. The only vette's that are OBDI with an OBDII connector is the 95 during the transition year. I know this because both of mine have the OBDII connector. You would need to have the adapter and an OBDI reader. My reader handles both formats and all connectors, I use an Actron Elite Autoscanner.
Check flea bay for an OBD I reader, not hard to find. When OBD I was current technology, most of the readers had annual updates on physical plug ins so be sure your purchase includes the plug in or resident software for your year/make/model.

I purchased a OBD1 scanner and was very disappointed with the info that the scanner could do. Almost to the point where I don’t even use it, I use You Tube instead. It does charging system read outs etc. but not a lot of anything else.
I could very easily get by without it. I have better luck with a digital ohm reader to set my TPS as compared to the OBD1 scanner..
Just passing on what I learned about scanners. I paid a decent dollar for it as well. I got the manual with codes, the proper cord ends as well.
