Default Windshield washer reservoir question

What is the rubber sleeve around the supply tube at the bottom of the reservoir for? I have a leak at the bottom of the reservoir and can't see exactly where it's coming from because of it. Is it ok to remove it?

Thanks

I checked my service manual and it doesn't show it, I had my lower pass. side fender piece off to clean out some junk in there and I think it's only there to protect the pump motor.

Yea, it's attached to the reservoir at the bottom. 3 10mm bolts hold the unit in. Not too hard of a job.
