I bought my 96 convertible last spring with only 23K miles on it. The key fob that came with it did not work. So I bought a new from the local Chevy dealer. Had one in stock, at $155. It work at about 85 % last year. Pasive work fine. However, Use the remote it only unlocked the passenger door. The car sat all winter. Now key fob does not worked, Had it checked and it is not transmitting. Yes, I replaced the battery. Anyone know of some one who can repair these.

You do not understand how the fob works. It only works as passive, you cannot use it like a normal fob. Unlocking only the pass. door when you push the door button is the way it is designed. This is explained in the owners manual. I doubt that a normal test would work on this remote.
At this point you have probably turned it "off", this is also in the owners manual. Stand next to the door (with the keys out of the ignition) and hold down the door button for several seconds. You should hear a clack-clack sound like the doors locking and unlocking. That means the system has been turned back on and it should then work OK with passive locking/unlocking as you said.

My apologies. I guess I misunderstood when you said that the passive part worked fine but the fob only worked at about 85%. Or perhaps when you described only unlocking the passenger door as a problem. Or maybe I thought you had not tried to "turn it on" since you didn't mention giving that a try. You also didn't mention how you determined that the old fob was defective, or if the car was stored with the battery disconnected.

The PKE module is probably having problems...I had a similar issue with my PKE module that I had to replace. Have you tried reprogramming the FOB back into the system?
