Default No Start '96

In March we brought a '96 C4 with a blown LT4 into the shop for a rebuild.The car ran just well enough when we got it that we were able to drive it into the shop so we initially knew that the car didn't have something unrelated to the engine that kept it from running. For various reasons the engine didn't get back in the car until this week. After several cranks it would not start. The gauge shows oil pressure which should be activating the new pressure switch. First test: yes we have spark. Second test: fuel pressure, None. Verified that there was no fuel by taking off fuel line and cranking was no results. Definitely no fuel pressure. We have installed a new inline filter. We dipped the tank and it does have fuel. I crawled under the car while the boss turned the key on and off so I could try to hear the pump. I didn't hear a pump but I did hear a click each time the key was turned. We located and tested both fuses which are both good. Next we want to check the pump relays but we can't find them. We have the service manual. At one point it says that it is behind the lower right hand side panel. There is no illustration. On page 8A-201-14 Fig. 26 indicates there is a box with 5 relays in it which appears to be on the underside of a body part, facing down, but it is extremely difficult to orientate the diagram to its location in the car.

After staring at the manual for a long while, I now think that Fig. 26 shows the area under the dash right above the passenger's knees.Can anyone verify that before I take any more of this car apart?

No one wants to replace a pump until they are 100% sure it is necessary. Can anyone comment on other causes for what I have described? I'm wondering if the clicking I was hearing was some part of the mechanism activating (indicating power) but the pump itself has failed. It's not impossible that a pump could fail simply from sitting 6 months.

Any thoughts or suggestions would be appreciated.

I think the pump comes out rather easily. May be able to get an upgraded one.

But, you can more easily pull the pump itself from the tank and then test it out of the car to verify whether it works or not
