What year? There are manual operation ***** on each motor. Put your hand loosely on the top **** and have someone turn the lamps on, see if the ***** spins under your hand (watch those fingers) and report back,.

I am aware of how they work because I have replaced the bushing a few times over the years with this C4 and others I have owned.
The motors only work ( **** spins ) when I turn them off. I have to rotate the ***** by hand to get them to rotate up.
This should be an easy "fix" because the feed ( power ) to the headlight motors affects both motors.
I have to track the power to the headlight motors back to the source wherever that is.
That is why I changed out the headlight switch on the dash... I thought that the switch might have gone bad internally.
The only thing I did to this Z lately is change the radiator hoses. That is when the issue appeared. So... though it is an unrelated system under the hood...
it coincided with the issue of the headlights not rotating up on demand by activating the headlight switch.
I know their are some wires underneath the battery that can affect headlight operation. I will remove the gill panel and look there next.
Look at the connectors and wiring at the headlight module located on the inner fender panel in the nose. That is what controls the headlights from inputs from the switch.
