Looking at a ‘95
To me, when someone says low end power, it's torque under 3500 to 4000 rpm. Above that is midrange and then top end. Low end power is a combination of a lot of things, but typically tyoundont increase low end power with a higher performance cam, and heads don't do as much as they don't need the extra flow.
I think what your describing is more like, power at lower speeds? Like around town, you really notice the extra hp? If so, I would agree with that. The little bit of extra rpm the LT4 gains makes a big difference too, just being able to hold a gear a little longer pays dividends on the street, as well as track.
