Code 42 need help

Code 42 need help
I need help with an 87 with a code 42. I've done the diagnostics.
Ignition Off - Disconnect ECM connectors - Ignition On- probe on ECM harness CKT423 (D4) to Ground CKT453 (B3) - OHM reading 1292, it should be less than 500. Per the manual replace the Ignition Module and had the same results. I've found no faulty connections. Engine surges from 600 to 1100 rpm at idle. Ideas are welcome.
Anyone know a good shop in the Arlington, Tx. area?
