Sorry, but it is not a 1983 model year Corvette. According to the Corvette Black Book:
The 1984 Corvette was introduced in March 1983. Because of its late release and since it met all 1984 federal requirements, Chevrolet general manager Robert Stemple decided to bypass the 1983 model designation.
In this case, the car in question was an early 1984 production car.
Oh, and moved to C4 General.

The only 1983 corvette is located in the corvette museum in Bowling Green, Ky. All produced 1983 models were supposed to be destroyed but 1 survived and is in the museum.
