Thanks for your help, I have checked the relays and they are fine. My problem is not a relay. Next guess would be the ambient light sensor. The last time they worked they came on by themselves while the door was open, it had been open for a while. When they came on they kind of blinked but they were all on even the cargo lights. Then they never came on again. I think it has to be something that controls all the lights together. Could it be the ambient switch?

Could it be the ambient sensor and a DIC issue? Sure
I didn't read the thread in it's entirety but there is an 'incandescent' lamp driver under the left side of the dash. If you have the FSM 8A-201-19 has an image. Incandescent and interior lighting is 8A-117-0 and there should be reasonable diagnostics there. I've asked a couple times about your FSM. Is it RED 2 Volumes, WHITE 'Preliminary or just what!!
The dashboard dimmer switch does not do anything for the courtesy lights. and I pushed it all the way up. I put the black electrical tape on the ambient light sensor, no lights
I did change the fog light relay with the courtesy light relay, and the fog lights worked. that's when I buttoned it back up.
I have the white FSM. I'll check the 8A-117-0 and the 8A-201-19

So you have the Preliminary - There could be very much you're missing that's correct for a '96, You should get a '96 complete because a '96 is the 1st year OBD2 and very much changed. LMK that the 8A-117-0 & 8A-201-19 are there. The fact you're missing 8B & 8C hinted that you don't have a complete '96 FSM.
The cargo lights do not light. There is a SYS message with the key in run. The antenna goes up and down. the console light goes on when you open the lid.
I don't think I checked #38 fuse.
