Seems like they always take three times as long inspecting my car than they do everyone elses.
When I pulled in the bay they put two people on the car. lol. One said "Ah smell gas...Ah smell lotsa gas.'' The other guy said I do too.
I didn't smell anything.
Like they're just looking to screw up my day because of the car. lol...
I'm hoping it's just some bad fuel vapor hoses.

Even though I passed the emissions test, I never really understood all of those emissions numbers so I dunno what any of those numbers even mean in the real world.
Sounds like you need to move. I had the same problem years ago. Tagged it in a different county at the time to get away from those inspectors. They decided I was going to fail as soon as I pulled up.
Your Limits are higher (more forgiving) than ours in California for the same year. And you only have a Two Speed Idle test. Ours get run on the rollers, under load.
Hydrocarbons (HC)
DE: 220 / 220, CA: 100 / 170 (I'd give my left nut to have a 220 allowed at idle speed. Our 100 can be a **** if there is even the slightest hint of a misfire at idle.)
Carbon Monoxide (CO)
DE: 1.2 / 1.2 CA: 1.0 1.0 CO usually isn't the hassle that HC is. High CO is usually a rich condition. A good cat at operating temperature usually can 'clean' a somewhat rich mixture.
I wonder why they didn't just sell you a new cap and pass you? That's what I've seen and heard they do here to generate a little additional margin on every test. I have a different situation: My smog guy and I go back 17 years. He respects me and my cars because they are legal and I never ask for "tricks". (If one fails the test, we discuss what I should try, and bring it back later when I've worked on it.) So when the machine gets to "Install Cap on testing device" he puts his finger over the hole in the adapter and pushes "start". My caps never fail.
I didn't know that DE had emissions testing on 30+ year old cars. Sucks, doesn't it? CA Model Year 1976 and newer require biennial testing. We're required to get 47 year old cars to pass tighter standards than they could when they were new.
They're getting ready to adopt Cali's zero-emission standard here. That debate is starting to draw crowds.
I think eventually they'll make it harder via the DMV for us with older cars just to get em off the road as dailys.
But, yeah. It does suck having to run these through emissions in these older ones.
I'm gonna stop by NAPA tromorrow and see if thye have a non-vented cap. I went out there earlier after the car sat for several hours and that's the only place I could smell any fuel vapor.

Good luck. Moving isn't easy, but it is an important thing to consider. I won't be moving anywhere any time soon that doesn't have a reasonable degree of personal individual liberty.
Wow! I finally found something where New York is a better state to be in than somewhere else! Cars over 25 model years old here don't require an emissions test, just safety inspection.
Yup! I took mine to a dealership a few years back for the inspection. They charged me $21, and failed it for needing brakes, to the tune of $500 or so. I said never mind, went home and bought pads and rotors and got to work. Lo and behold, there was nothing wrong with either one! I took the parts back to FLAPS and got my money back, then took it to the local garage. He passed inspection and charged me $10. When i said he was shorting himself he told me about the 25 year thing on emissions. The required safety inspection is $10, and the emissions would have been another $11 if I had needed it.
I sent a letter to the dealership with a copy of the law and receipts for that year and the year before, and got back $11 for each of the 2 years.

You can't drive antique registered cars anywhere except to a car show. To heck with that.

Yeah, many states are starting to make the use of antique plates harder thanks to insurance companies. Here in NH antique plates can only be put on show cars and cars used parades, outside of that is a not allowed. Sure police won't bother you, but if you get into an accident you insurance company will tell you to go pound sand including any medical bills.
Sadly a lot of people are not aware of the laws now for antique plates (not grandfathered in) and I still see a lot of older cars with them being used for everyday driving.
As for emissions, thankfully in NH, any car over 20 years old is not required to have an emissions test.
