Default Door panel loose.

I have a 95 and both door panels are loose. Is this normal on the C4? How do I fix this?

Yes it is normal. The problem is cracked ribs molded into the panel. Search the forum and YouTube for c4 corvette door panel repair.
I used the wire tie method and it seems to be holding up just fine.

Let's answer it another way. No it is not normal and indicates a likely issue with the interior door cards. The thing is in order to determine just what the issue is .... you need to remove the door cards and look at the back of them to see if the ribs are indeed cracked. If they are cracked there are several methods of repairing them. If you use the search function you find instructions on how to remove the inner door panels without wrecking them.
Note that the passenger side is slightly different than the drivers side. If I recall correctly (it been many years since I did the passenger side) the electrical window up/down switch on the passenger side door panel can only be removed from the "inner side" inorder to safey do it without breaking the clips that hold it in place.

When you do this take your time .... the parts are plastic/old/brittle and break easily....... so if you get frustrated walk away for 15 minutes.

Here's an example to get you started. There are other threads on the repair methods such as the wire tie method mentioned by Talfryyn.
