I'm a few years late for this discussion thread but I wanted to share a couple of points.
Unfortunately, the TECH 1 or 1A, without cartridge software modifications, cannot erase (FF) the entire address range of the eeprom which is B600-B7FF and it cannot erase the VATS/Pass-Key bytes which are placed between B69F-B6AF.
I can confirm that the TECH 1 and 1A's that I have repaired can write to the eeprom with a MASS 3000003 Cartridge or an EEPROM TK06030 Cartridge - but in stock form, the TECH 1 and 1A are limited to these addresses:
B601, B613, B625: Odometer
B6C2, B6C9, B6CD: Vehicle Options
B7EF-B7FF: VIN
