Hood Cowl
First of all, thank you for your service as a L.E.O.
Second. . I would call your "part" a hood scoop . . not a cowl . .
AND . . I also am also doing a carb conversion on a 1984 and have been searching for the perfect scoop.
I agree that trimming the scoop and doing some glass work will make it work for you.

It's way too long, but I cut it down to about 36 inches and the curve just fits to the hood on the front. I'm reinforcing the opening by epoxying in an aluminum flat bar inside as I'm using it as an intake scoop for an intercooler. I still have to smooth sand the opening and drill holes/bolt it down. Then I'll take it off for painting .
Get a compass ,4 packs of wooden shims and a 3 or 4 pack of blue tape. tape off the hood and scoop where you'll be scribing then shim it into the desired position, use tape or hot glue to hold it. Hot glue is the best.

Set your compass to the biggest gap, my guess is the biggest gap would be up front between the double humps on the hood but it depends how you place/angle it.
Hold it with your trigger finger in between so it doesn't get sqeeuzed or flex out of how wide you set it.
Start wherever your comfortable, it works the same whether you push or pull, practice makes perfect, strong or weak hand.
And follow the shape of the hood keeping the pointer flat, drag your other fingers to help do that as well as to keep the compass vertical. (Leaning it off vertical changes the height)
Scribe your line along the full length on both sides and the front (don't know if there is a back) Start by taking just a little off first to check your work and fit, cutting more off is easier than glassing back on.
Cut the lines and it'll fit like it grew there and that will make glassing and fairing much easier. More than happy to post up more pics of the process or talk as you progress.
Cut the flange off without cutting the scoop.
i'll show you how to make a new flange with blue tape, wax paper and a good carnuba wax if you want to bolt, rivot or glue the scoop in place instead of all the glass and fairing and paint work.
once you have the scoop trimmed, making a flange is an easy 1 day process to set it up and let it dry overnight.
