Default 1995 vette, help needed !

Hi all! I just wanted to introduce myself and try to figure out what’s wrong w/ my ride.
Anyone have any knowledge of a car failing to start after a battery change? It will hit 2 times and run about 3 seconds and die. Then after sitting for a while, it will do the same thing. New note, it seems to be tied to the dash cluster, if it lights up when the key is inserted, it will start and run the same few seconds, if the cluster doesn’t light up, it’s not hitting. Any help would be greatly appreciated !!! Also I did install LED tail and reverse lights also (have since been taken out) and in the fuse box, #1, 11, 12 and 13 all show between 8 and 10 volts….. this is killin me !!!!
Please ask any questions you need too.

No, not a typo. Know for a fact it's charged all the way. Just because the battery is new doesn't mean it's 100% charged. Fuses giving off 10v is not charged

forgive us going going weird directions here - but the 8-10V thing is not right

can you disconnect the battery and see what the voltage is across + ? -

Ive gotten bad batteries before

but if you’re losing voltage between the battery and the fuse block there’s a problem
