C68 HVAC Control Unit | Bi-Level Setting

1990 C4 (Base Model)
C68 Electronic Climate Control (ECC) unit

Question
Is it normal for the A/C compressor to turn on only with the bi-level (top and feet--see attached photo) setting?

Background
- After my C68 ECC unit recently started functioning intermittently, I followed the Batee.com video to clean the contact points with alcohol and used electronic cleaner. Worked like a charm (highly recommend the site for anyone with HVAC or instrument cluster issues).
- Then I realized that still only the bi-level setting would make the A/C compressor kick in.
- It has always been this case with the bi-level setting--just don't know whether it's normal or not.

The diagnostics tree seems to hint 'programmer' error. Compressor details and diagnostics in 8A-67-0 and the following pages. Chart#3 - 8A-67-7

Auto and recirc should also engage the A/C compressor
