I have lost my ignition keys for my 96 C4.
I live on an island in the Pacific, and don't have access to any type of after market stores etc.
Security is not high on my list, so any quick/easy form of installation of a new unit would be helpful.
I have access to rock auto on line or any other helpful tips.

I have had keys made with no originals available. Dealers and good general locksmiths can do with with your vin number and proof of ownership. You could probably do this via phone or internet and have the keys shipped to you.

If the ignition cylinder has been changed then the keys would be of no value! The resistance code likely is the same but there's no assurance that the keys would rotate the current cylinder. If a locksmith were contacted and could supply/confirm resistance you buy the cylinder and correct coded keys from the shop. I doubt Internet and phone would work for legitimate shop unless you were purchasing cylinder and keys for replacement.
OP - how talented are you? Do you believe you could accomplish the replacement of the cylinder yourself if you had one? It's pretty straight forward.
