I ordered a used fuel door off eBay. The description and photos showed a black section, fuel door hinge/back plate, that appears to be needed for mounting. Can anyone confirm or maybe explain why they would have removed it before shipping me the part?

Dunno why one would do that specifically, but I'd send it back as ''not as pictured/not as described.''
I had the same problem a while back wiht an EGR solenoid. They advertised/pictured the entire unit but when I received the part, half of it was missing.
I ended up robbng what I needed for the replacement part from my original part and it worked fine, but shouldn't have had to do that.
Seller didn't even give me the courtesy of a respnse when I mentioned about it.
The listing picture you posted shows it as an upper and lower section. Unless the seller stated in the fine print on the listing that it includes the fuel door only and not the lower cover and hinges, that I would definitely reach out.
