I have a 1989, with a driver side light that stops about 2” short of full open. Otherwise it goes up and down normally, with no post close motor running. I removed it. The bushings were dust but gear was OK. I replaced the gear and bushings, and reinstalled. No change. I can manually lift the light the remaining 2”, but it will drop down when I release it. The stops are set correctly. I removed the light box again. What I notice is the frame has about 1.5-2” play in it..meaning i can move it without rotating the motor. Any suggestions on what part needs replacing would be much appreciated. Thanks!

When you say manual lift are you talking about using the manual **** or just physically lifting it? Take a picture of the "frame" bracket and compare it to the passenger side, any differences?
Never mind, I edited this post as it seems mechanical versus something blocking the open/close function. At first glance at the OP I thought maybe something was getting in the way of the full movement.
I had this same problem but replacing the gear and bushings resolved it. One headlight did not go up at all and the other only partially. The gear in the partially opening one was partially (mostly) powderized, I was surprised it worked at all after seeing its condition.
