It's just a refrector.
In here in Japan, All automobile have to have a refrector at rear end.
Almost car have it on a part of tail lamp cover but corvette doesn't have it on a tail lamp. I'm not sure why GM (or Japanese dealer) do so...
Corvette which is sold by Japanese dealer has this refrector.
So we sometimes utilize this difference to distinguish "Japanese dealer car" or "personal import car".

The U.S. Federal Motor Vehicle Safety Standard No. 108, Lamps, reflective devices and associated equipment, permits either red or amber. The states' laws do not apply when there is a federal one.

That looks like the European version of a C4. The C5 has similar setup there.

Trust me; it is way more complicated than that. I have been working in motor vehicle lighting for more than 20 years.

All motor vehicles around the world must have red rear reflectors.
There was not room enough in the non-North American Vette lamps for reflector elements, given that the lamps had to have the turn and backup be in the normal red lamp housing. The legally required performance would suffer and GM would not have been able to sell it.
"why not put the yellow LEDs around the perimeter of the light instead of down the middle?"
Either way, the person following you may not be able to tell whether the brake or turn is on. If they take up the same lens area, or bisect each other, or surround each other, it will be hard for a following driver to tell. Hope you have good insurance. Then again, if not deemed fully legal, most insurance companies would cover you anyway.
