I've seen prices for these all over the place. I saw one with similar miles go for around $13,000 on Ebay. I was going to bid on it at the last minute and fell asleep. Most would ask $20,000 or more for such a car. Anything under that would be a buy, much less would be a steal. So what are they asking?

I don't think that'd be bad either if you want one bad enough and it's as nice as it should be. I think LT4s will hold their value well and I DON'T think they'll have to be CEs or GSs to do so. Personally, I'd prefer that one to either one of those other two models.
If you can get 'em down to the 20 range, you've got yourself a great deal IMO. Just have it looked over as you would a high mileage car. There is such a thing as too little use in my book...espeically when it comes to seals and anything else that can deteriorate over time.
I watched the dealer next door unloading mine off of a flatbed in Jan 2003. It had 60K miles on it and it wasn't inspected. I bothered him every day until he got it inspected so I could drive it. He wanted $16000 and I offered $14000. He probably paid $12000 at auction, maybe less. It wouldn't hurt to test them with a low price.
From what I've seen low mileage LT4s are holding their value in comparison to other 92-96 C4s (not including CEs or GSs) so his asking price is not unreasonable. If the car is mint and it's the car that you want then anything int the $20-21k range would be a good offer.
