Default Wheel Weights

Anyone know why Chevy places wheel weights on the outside of their stock rims in 1987? They leave marks and I was wondering what their logic for this may have been. I like my stock wheels and wished they had used common sense when they built the C4 in 1987.

Thank you.

I always put tape weights on the inside. It is cheaper and easier for chevy to put weights on outside of wheel. Also less chance of the coming off like tape weights.

I also heard from my tire place (didn't use sticky weights) that they can totally be put solely on the inside and still get a good balance...however, putting them on inside and outside allows a pretty much perfect balance. (They were my race tires, needless to say, they are on the inside and outside)
