I ran through the steps to find an extended cranking issue. If I did the steps correctly, the ECM is not priming the fuel pump for 2 seconds. Does anyone have an extra ECM I can borrow (and / or buy if it solves my issue) for a couple of days to see if it is actually the ECM?
This is for an 89 stock vette

The ecm sends the signal to the fuel pump relay to energize the system. If this is happening, you can hear the fuel pump run. Have you checked for ecm signal at the relay?
A little diagnosis work will save you alot of work.
Have you put a fuel pressure guage on the fuel rail to see if there is indeed fuel pressure when the key is turned on?
Is it hard to start when warm or when cold?
When I first got my '88 it would start just fine if it set a few days but, if I drove it and shut it off for a few hours, it took a really long time to start. I discovered that the injectors were leaking down and essentially flooding it, making it hard to start when warm.
I installed a new set of injectors and the problem was immediately corrected.
One thing that will help a little if the problem is with the injectors is: hold the throttle wide open when cranking, it helps to evaporate some of the fuel that has leaked from the injectors.
