I need a slight toe adjust. My GM service manual says to loosen the Lock Nut on the Inner Tie Rod and turn the Tie Rod, not the Tie Rod End. If the GM manual says thats the procedure, who am I to question? I'm just not sure about the other end of the Rod that goes into the Boot. Didn't want to screw-up anything. Anybody done this before?

Exactly as the manual says, it won't hurt a thing.
But if it were my car, $75 for a quality 4 wheel alignment would be the ticket. In my experience, the C4 is very sensitive to changes in toe, and even small changes that aren't in spec can detrimentally affect handling. Do you have an alignment jig set up in your garage?
