This may sound bootleg, but it looks like you could pump some good quality clear RTV silicone in there (like GE clear) and lean something heavy and soft against it to hold it in for 24 hours (for full cure) and it may fix it right up. It will be like a rubber gasket. May be worth a try if you cant find another fix short of replacing bumper. That stuffs great once cured. We used to seal speaker boxes with that General Electric brand clear silicone while building them and I remember one time we later tried to take one apart to make a change and we removed all the screws and were unable to BEAT it apart!

These urethane bumpers are prone to all kinds of weird warps when exposed to decent heat/light.
The rear was not hit. I imagine yours is just a typical anomaly and you'll have to deal with it.
You'll see many examples of plastic warping with dashes, consoles, front bumper covers, etc. It's kinda like glass. A bit unpredictable. GM excels in inconsistent uniformity.

My friend bought his vette new in 92 and his looks just like mine, but Kara's looks pretty bad. We both live in very hot states and I think if you have it fixed it will do that again and you will really be mad.

i would see if you can remove the light from underneath and try to reinstall it or take off the bumper and try to put the light in to see it the bumper is actually "deformed" or will go back to normal if the light was reinstalled correctly
pretty doubtful it left the dealer like that.and also who knows if its even a gm part.she just bought the car.cheap too.do a carfax on it maybe.
the urethane bumbers have a memory.if someone backed into it and it has a bet brace it might be fixed by just loosening the bolts and then retightening them.
