Original tires with mounting, balancing and 4-wheel alignment will run ~$1k (I just put new Eagles around on my '88). With tires maybe 1/3 gone, deduct $300, bringing the value to maybe $20.5k.
Check the RPO codes to see if it has any special options like FX3, selective ride control or AQ9, leather sport seats or Z07, adjustable ride control (includes FX3). These will up the sticker price.
Take a look at the car and if you really like it and condition is truely mint play it by ear.
BTW, you can typically get into a Vette for 20% down and a 6yr loan through one of the exotic car lenders. Soo, maybe you can have two Vettes in your garage.
My ruby has 50k miles on it but is totally redone (Show quality paint job, rear, suspension, leather etc) some light mods, gears, LT, and Fikse wheels - I would let it go for 20k if someone offered it.

$22,500 for a Ruby Coupe is a great start but if things get serious, you might want to check the following since these parts and trim pieces are getting rare and expensive for a Ruby:
1. Tires: if they are the original GSC's they are over 11 years old and should be replaced regardless of the miles. Keep in mind that they no longer make the Goodyear GSC's in 255/45 and 285/40 sizes.
2. Trim pieces like 40th anniversary badges on the fenders and the Ruby center caps on the saw blades are getting big $$$$.
3. Since the interior would only be Ruby leather sport seats, check the wear on the driver and passenger side bolsters. Plus, make sure all adjustments work, all six way, plus side bolster motors and inflatable lumbar support.
4. Check all the carpeting including frame rail for wear. Again, another big expense to replace. Check to Delco Bose and make sure all speakers work including CD player.
5. All buttons and switches should be intact not missingvand the DIC should light up properly. If it has LTPW system, make sure it it working and has not been disconnected. The sensors for some wheels are no longer available.
6. With only 15k the front headlights should be plastic lenses since they were OE. Make sure the lights open and close quickly and line up properly. If not the gears could be shot which again is quite expensive to repair.
I could go on but you may want to check the 40th anniversary website and see if the Ruby was ever registered and in what state. You just need the last six digits of the VIN. I think the Ruby is a great color and option code and I always get

Theres a Ruby here for $11,300 with all the opts 6 spd and full service records. The mileage is 98k. www.autotrader.com 95018 It has a lot miles but its half price.
For 22k I'd buy a C-5.
