which would be better

A late model vortec roller motor w/ a vortec tpi intake stock otherwise or....A bonestock 400 w/a comp xe256-12 and a stock tpi manifold Just looking to get this thing running.BTW I have both setups in my shop also which would require less tuning if any at all

There is no substitute for cubic inches. Since you already own both, put the good top end on top of the 400. You had to ask???

Will the vortec heads go on the 400 along with the roller setup

As far as heads fitting, a small block is a small block. The 400 can be converted to take factory roller cam parts, with an OE lifter change, or you can use a retro roller set up. For less money you can retain the flat tappet cam in the 400.
