It' has nothing to do with law, it's got everything to do with doing the right thing.

Why is this so hard?

Back in the 60s, bastet44's mom would go outside in LA and could not breathe cause the air was so toxic with smog.

Thanks to steel mills and cars, the air in Pittsburgh PA was so bad, that at high noon, it was so dark, it looked like sunset.

If you want to enjoy bad air, go to China, they have a lot of it. Then watch your lungs melt.

:
also evidence that pollution controls are working...
today Pittsburgh is a very nice city...

However, I have my own opinions about catalytic converters.
On daily drivers they should be there, along with every other emmissions control system from the factory.

on 'weekend' cars, I do not see the harm.
My Vette see's about 800 miles a year.
My dad's Olds sees less then 100 miles a year (not a typo).
Neither have emmissions controls on them.

another comment. PA emmissions tests (outside of pittsburgh and some western cities) are a joke. My Vette passed emmissions with a hollow cat, and no AIR system.

Agreed. Lovely place. Same can be said for Cleveland and many other Northeast cities.

Exactly. 100%!!

This would work if we could get limited mileage registrations. Lets say under 5000 miles a year for racing/motorsports/occasional use. I would say that a serious fine, of say, $10.00 a mile over that? It would encourage you to be honest.

That is not surprising. Depending on their limits, a properly tuned motor will pass most idle tests. It just won't do squat on a load test.

Another thought, I would love to see CA pass a law that allows us to install any performance item we want, EO# or not, as long as we subjected the vehicle to annual emissions tests. I would do that. With the chance of the occasional spot check - "you have 24 hours to report to a test only for spot emissions check". This way, you can't remove the aftermarket and go back to stock all that easily.
